Job Summary
The Marine Superintendent (QHSE/DPA) oversees the effective management, development, implementation, and maintenance of the company's health, safety, and compliance policies, ensuring the safety of all personnel and material assets. The office holder will act as a safety ambassador and DPA, hence positioning as a crucial link between the vessel and shore -based management, ensuring compliance with international regulations and company HSE policies.
About the Role
Direct and maintain the company's HSE framework (policies, systems, strategies, preventive practices, standards), ensuring compliance.
Establish and maintain an effective safety management system for the vessel or fleet, promote a safety culture whilst monitoring the implementation of safety procedures onboard.
Act as a point of contact for crew members, providing guidance and support in matters related to safety and security.
Review internal HSE policies and practices to ensure they are current and appropriate.
Drive the development and implementation of the Health, Safety and Environmental Program and Plans as well as safety management, emergency response, training and education, incident investigation and regulatory compliance.
Prepare a comprehensive HSE ecosystem including checklists that ensure vessel inspection and all applicable HSE legislation for safe vessel operations.
Measure the effectiveness of HSE control initiatives used across operations in the mill and direct HSE staff in the implementation of the Health and Safety Program.
Conduct hazard and risk assessments and update policies and practices from these assessments for implementation.
Develop and execute health and safety plans in the company according to global and local standards
Execute annual HSE plan and deliver HSE Management information as and when required
Rollout HSE improvement programs and safety campaigns to increase HSE awareness and behavior and establish a culture of health and safety
Conduct monthly vessel inspections to ensure compliance with company HSE policies and procedures and submits findings to management in a timely manner.
Ensure all reported incidents and accidents are investigated in a timely manner.
Provide expert guidance and act as focal person to address regulatory, compliance, third party safety and liability issues.
Responsible for the development of an annual budget recommendations and implementation.
Provide regular written reports and updates to the Senior Management Team
Lead incident investigations by assisting the project team in documenting and submitting records.
Implement corrective actions and ensure lessons learned are communicated across the organization and integrated into the program as needed.
Develop, supervise, and coordinate training programs for staff and stakeholders to enhance safe practices and promote HSE awareness.
Organize and participate in safety meetings across company locations to review HSE performance and policies.
Ensure Emergency and Contingency (E&C) drills are conducted and reviewed.
Manage incidents by investigating, reporting, and advising on preventive and corrective actions.
Oversee and report on internal and external audits (ISM, ISO, OVMSA, Client, and other parties), including following up on audit findings.
Ensure zero deviation from regulatory standards
Qualification and Experience
Class 1 (Chief Engineer or Master) Certificate of Competency
Professional Membership of recognized International Safety Management Society is an added advantage.
Minimum 5 years’ experience in a similar role, preferably with seagoing experience as a Captain or Chief Engineer.
Functional Skills Requirement
Highly motivated, self-starting individual with ability to work unsupervised in a high activity environment and achieve results through strong leadership and motivation.
Competent and experienced in developing, documenting, and reporting.
Specific experience in developing, managing and auditing of HSSEQ Management Systems within the oil and gas industry and/or maritime industry.
Extensive understanding of quality assurance, health and safety, environmental management and security management for vessels.
An experienced people manager with the ability to lead, coach and mentor teams.
Competent and experienced in developing, documenting and implementingcomprehensive HSE Management Systems.
Strong experience in working with third party contractors to create a successful HSE program
Comprehensive knowledge of Nigerian Health, Safety and Environmental legislation.
